Ask three things: whom did they study with, do they hold an ijazah in what they are teaching, and can you actually hear their articulation clearly? A warm teacher with a weak makhraj will pass their weakness to you, and a brilliant one you meet twice a year will teach you less than a modest one you meet weekly. Consistency and correctness beat reputation.
