Slow because you are still working out each letter is a DECODING problem — more speed would only produce faster mistakes. Slow because you know the letters but hesitate is a CONFIDENCE problem, and that one responds to repetition. Diagnose before you treat: read a line you have never seen, then read a line you have read ten times. If the familiar line is much faster, your decoding is fine and confidence is the gap.
